What Is a Cash Discount Program?

A cash discount program sets your posted prices at the card rate and offers an immediate discount at the point of sale when a customer pays with cash or check. The discount is typically 3% to 4% of the transaction amount.

What Is a Surcharge Program?

A surcharge program adds a fee (up to 3% for Visa, 4% for Mastercard) to credit card transactions at the point of sale. Your posted prices reflect the base price, and the surcharge appears as a separate line item on the receipt.

Key Differences

  • Legal status: Cash discounts are legal in all 50 states. Surcharging is prohibited in Connecticut, Massachusetts, and Puerto Rico.
  • Customer perception: Cash discounts are perceived as a reward ("save money by paying cash"), while surcharges are perceived as a penalty ("pay extra for using a card").
  • Debit cards: Surcharges cannot be applied to debit card transactions per card network rules. Cash discount programs typically apply to all non-cash payment methods.
  • Notification requirements: Surcharging requires 30-day advance notice to card networks. Cash discounts do not.

Which Should You Choose?

For most businesses, a cash discount or dual pricing model is the safer and more customer-friendly choice. Surcharging makes sense primarily for businesses in states where it is legal, with high average ticket sizes and a customer base that is relatively insensitive to added fees (such as B2B or professional services).
